I believe this question is very simple. A boy becomes a man when he feels that he can/wants to label himself as a man. Just like sexual preference, a person attaches that label to themselves. For example, if someone "acts" homosexual (stereotyping..I know) and they say that they are heterosexual, then they are heterosexual.
