A person should masturbate as often as they need to. It is not possible to masturbate too much unless it is taking time from other duties, or is making your penis raw. I usually masturbate once a day, not always to orgasm. When I was in my teens and twenties, I did it 3 times a day, often 4 on weekends.

I don't know how much is "normal" for sure. I like to think of it as personal preference with regard to frequency. I usually masturbate every day with few exceptions, and often more than once.
